list of individuals that have made contributions to PEACESAT is far from
complete. Many more have helped in many different ways. Any failure to
recognize individuals and institutions is due to a personal deficit in
knowledge of the institutional history of PEACESAT. If you wish to have

Bannan, Distance Education Specialist, The Pacific Resources
for Education
and Learning (PREL).
With
his extensive education and technology background, Jim helped
the Guam Department of Education to apply
for E-rate funding
and many other projects in the FSM.

Bruce
Best, PEACESAT Manager, Telecommunications and Distance Education
Option (TADEO), College of Continuing Education and Extension
Services, University of Guam.
Mr.
Best is recognized for his long-standing work for PEACESAT.
He works tirelessly for the Pacific and is an advocate
for remote telecommunications and distance learning. Mr.
Best has given many thousands of hours of free work for
PEACESAT during his 14 years of association with the program.
Many do not realize that he has never been a full-time
employee of the University of Guam, despite all of the
work that he has put in.
Mr.
Best is simply a gem. His "Morning Madness" Program
provides considerable information and entertainment.

Connors,
Dennis |
Dennis
Connors, Administrator, Public Telecommunications Facilities Program
(PTFP), National Telecommunications and Information Administration,
U.S. Department of Commerce.
Mr.
Connors has been the senior administrator overseeing the PEACESAT
Program since the U.S. Congress
assigned it to NTIA. The
efforts of Mr. Connors have been very significant to the overall
development of the program. Mr. Connors is now in Boulder, Colorado.

Cooperman, Director, Public Telecommunications Facilities Program,
National Telecommunications and Information Administration, U.S.
Department of Commerce.
Mr.
Cooperman has been the program manager for PEACESAT in its re-establishment.
In 1995, he received the Silver Medal from the U.S. Department of
Commerce for his work with PEACESAT.

Cox,

Clyde
Cox, Manager, Kokee Park Geophysical Observatory (KPGO).
Since
1989, Mr. Cox has managed the tracking telemetry and control
of the satellites used by PEACESAT. KPGO plays a major
role in satellite maintenance for the PEACESAT network.

Hayakawa,

Reiko
Hayakawa, Program Officer, Sasakawa Pacific Islands Nations Fund.
Ms.
Hayakawa has been a long time friend and supporter of Pacific
Islands and is well known in the Pacific Islands for her work
and promotion of information technologies and telecommunication
development, journalism, history and archeology projects to name
a few. Ms. Hayakawa established the Sasakawa Pacific Islands
Nation Fund that supports these projects. Her first involvement
with PEACESAT was in 1991 when the Sasakawa Peace Foundation
sponsored the PEACESAT Policy Conference in Sendai, Japan.

Joe
Iser, M.D., Director, Office of Pacific Health, U.S. Public
Health Service, Department of Health and Human Services.
Dr.
Iser has long recognized the importance of telecommunications
and information to public health in the Pacific Islands
Region and has been encouraging dialogue and discussion
on telehealth and telemedicine.
Dr.
Iser was responsible for encouraging PIHOA and PEACESAT
to collaborate and examine the possibilities of using
the PEACESAT for Internet electronic mail and file transfer
for the health departments in the region. Mr. Iser also
served on the Hub Site Evaluation Committee where his
extensive knowledge and experience in health matters
was very much appreciated.

Ray
Jennings, Chief of Systems Integration, Institute for Telecommunication
Sciences, National Telecommunications and Information Administration,
U.S. Department of Commerce.
Mr.
Jennings has been the long-time technical advisor for the PEACESAT
Program. In 1995, he received the Silver Medal from the U.S. Department
of Commerce for his work with PEACESAT.

Kelly, Director of Satellite Operations, National Oceanic and
Atmospheric Administration.
Ms.
Kelly is responsible for the operation of the satellites in NOAA's
environmental and Defense Meteorological Satellite Programs.

Kuniyuki, Ph.D., Director, Land Grant Program, College
of the Marshall Islands, Republic of the Marshall Islands.
Dr.
Kuniyuki is one of the persons most knowledgeable of
PEACESAT and its data services in the Pacific Islands
region. Dr. Kuniyuki works extremely long hours and helps
many in the Pacific with the use and management of PEACESAT
systems.

Department of Commerce.
Ms.
Laughlin
is instrumental in the navigational engineering of the GOES-7
satellite Telemetry, Tracking and Control (TT&C). Ms. Laughlin
has conducted several training sessions for PEACESAT Headquarter
satellite technicians.

and Atmospheric

Mr.
McCoy has been the primary point of contact between the PEACESAT
Program and NOAA. He is responsible for working with PEACESAT on
satellite maneuvers and trouble-shooting problems. His efforts have
been instrumental to the good operations of the satellite resource.

Norris is recognized for his special efforts in working
with the Pacific and in recognizing and advocating the

Power Authority, The Pacific e-Commerce Development Corporation,
a non-profit business development cooperative.
Ms.
Samoa manages the PEACESAT 7.2m Hub Site on behalf of the American
Samoa Government (ASG) Distance Education, Learning, and Telehealth
Applications (DELTA) Consortium. Ms. Samoa worked with the PEACESAT
Headquarters team while obtaining her Master’s Degree in
political science at the University of Hawaii.

Commonwealth of the Northern Mariana Islands.
Mr.
Thompson was renowned for his incredible work as a facilitator
of
PEACESAT users and helped many individuals and organizations to
effectively use the PEACESAT system.

(DELTA) Consortium.
Governor
Tulafono has been integral and instrumental in the development
and proliferation of telecommunications and information technology
throughout American Samoa. Governor Tulafono continues to contribute
his expertise and influence in the infusion of cutting edge technology
into American Samoa’s education systems, health care facilities
and economy as a whole.
